President Ram Chandra Paudel has said no state or system can succeed if citizens are left in despair. Addressing a special Constitution Day ceremony at Sheetal Niwas in Kathmandu on Saturday, Paudel stressed the need to connect political change with people’s daily lives through good governance and effective public service delivery. He urged all stakeholders to ensure that the Constitution
